There are increasing opportunities to design and implement democracy and governance programs that support transparent, accountable, and responsive decentralized governance systems. Mercy Corps’ existing governance approach and theory of change clearly articulate intervention streams with community mobilization, civil society support, and accountable decision makers. Holistic decentralization programs approach at the systems level, with supply side interventions that combine institutional and public administration support with process-oriented activities focused on norms and values, and demand-side interventions that mobilize civil society and generate civic participation. Mercy Corps seeks to produce a generalized “program design guide” based on its existing governance approach framework, and leveraging recently developed proposals for specific countries. The guide is intended for proposal development and program implementation teams, to easily translate governance principles and approaches into building out activities and interventions that are then customized to the political context, governmental structure, and democratic development needs of a specific country.

Mercy Corps seeks a consultant who will synthesize existing Mercy Corps approach documents, supporting materials, and proposals - informed by sectoral best practice and thinking - into a “program design guide” that can articulate the goals, theory of change, approaches, illustrative activities, and other details of a holistic decentralization and accountable governance program.
